Transformation of the Emergency Medical Service in the context of entire health care and public administration after 1989
This article focuses on the development and changes in the Emergency Medical Service (EMS) in the Czech Republic. The organisational changes and new ethical orientation are presented as a part of the overall transformation of the Czech health care system after 1989 and significantly also that of public administration. The health care system transformation did not specifically address the emergency medical services as a priority. More generally, new financing structures and a wide privatisation of the predominantly ambulatory sector aimed to ensure efficiency and quality while maintaining the accessibility of health care built up on human rights and liberalisation. The EMS were primarily affected by the radical changes in public administration that have immediately impacted its reorganisation after 1990. In parallel, the EMS has also been affected by new financing and ethics in health care.
